Televised Forums Spark Debate

FAYETTEVILLE - It's still not clear if issue and candidate forums will make their way to the Fayetteville Government Channel's prime time.
But after months of study, the topic is expected to be hotly debated at tonight's Fayetteville City Council meeting. The item was briskly yanked from last week's council consent agenda session, when practically every council member pushed the issue to open debate.
Moderated public forums involving candidates and ballot issues would be recorded and broadcast by the government channel, according to the proposed new policy. The moderator must be a nonpartisan group such as the League of Women Voters, "and will be overseen by a public forum committee, responsible for considering the issue representation with regard to participants, content and format."
Nancy Allen, a council member from Ward 2 who is not seeking re-election, raised the question of having the government channel record and broadcast a Ward 2 candidate forum. The request came from a citizen group, Allen said.
The request was denied because the group did not fall under the umbrella of city government. Allen asked last week how this topic differed from some of the more innocuous programming she's seen on the channel.
In the past, Allen has requested that issue forums about the future of Fayetteville High School or the Walton Arts Center be broadcast. Those requests were denied by the city because the discussion was not directly related to the workings of the city.
"How does that differ from showing animals in need of adoption?" Allen said. "Anyone could make an argument that walking around looking at flowers, shaking hands, that's not 'government.'"
Without directly naming him, Allen was referencing news conferences and other events called by Fayetteville Mayor Dan Coody, who has received much criticism alleging he's used the government channel as his own personal publicity agency.
"I see much more reason to debate those issues - Fayetteville High School and Walton Arts Center - than to show video of the mayor walking around the square," wrote Allen in an e-mail. "That borders on propaganda in my view."
Susan Thomas, public information officer for the city, and one of the architects of the proposed policy, has maintained that the channel can only be used by government and for government-related programming.
Thomas said a Fayetteville Council of Neighborhoods mayoral debate aired because the council is comprised of city-appointed members, meets at city hall and has city staff assigned to the group, therefore, it operates under the umbrella of the city.
"Any other organization, they don't get city staff, and they're not covered on a regular basis," Thomas told the council.
Citizen groups like the one Allen mentioned would be better served by Community Access Television, say officials. Allen admitted she had not contacted CAT.
The mayor has said repeatedly that the city council has the discretion to create the government channel in nearly any image it wishes. It only needs to write the appropriate policy and carry it out.
"If you want to turn the government channel into a community access television station, then just do that," Coody told the board last week.

Government-channel policy document revised by city attorney in preparation for presentation to the City Council on October 7, 2008

Please click on image to ENLARGE and read five pages of information, including the city attorney's revision of the partial policy document passed in June by the telecommunication board and to appear on the City Council agenda for October 7, 2008. Two members of that panel voted against the policy document at that time because the proposal had not been submitted to the telecom board's committee on policy and procedure before being brought to the board. Since the June meeting, the policy and procedure committee has met four or five times and created a draft document that has not been considered fully by the board. The board voted 3-3 during its August meeting on a motion that would have forwarded that document to the council.

Alderman plans to contest Hilton’s appointment to board

Former Fayetteville Cable Administrator Marvin Hilton’s time as a member of the city’s Telecommunications Board may be short lived.
Hilton, who served as the city’s cable administrator from 1995 until this past May, was appointed to the board Sept. 16 by the city’s nominating committee despite the fact that his application to fill an empty spot on the board was denied by the committee in early June.
At the Fayetteville City Council’s agenda-setting session, Alderman Brenda Thiel told everyone that she planned on making a motion that the council reconsider Hilton’s appointment. Thiel said a letter from Colleen Pancake, president of the Community Access Television board of directors, protesting Hilton’s appointment was the main reason she planned to bring the motion forward.
The letter stated that Hilton had a troubled history with the TV station while he was the city’s cable administrator and when he was fired by the city, he was escorted out of the building by a police officer. The letter documented several cases of harassment by Hilton against TV station personnel, to the point the station had to file a restraining order against him.
Pancake’s letter explained that her board was concerned that now Hilton has inserted himself in a position of authority over the station by sitting on the Telecommunications Board. The letter states that Hilton “[by] way of reinserting himself into the chain of authority over Community Access Television, may take up much of this Council’s future valuable time with the same behavior we have brought to your attention.”
Alderman Kyle Cook, chairman of the nominations committee, said that Hilton’s application in June was denied because of his recent termination by the city. Cook said that after three months of receiving no applications, the committee reviewed Hilton’s resubmitted application and forwarded a recommendation to the City Council that Hilton be approved to sit on the board effective Sept. 16.
“Nobody else applied,” Cook said. “(The position) was advertised, and none of the opposing parties put forth an application.”
Cook added that he had time to talk to Hilton and discuss some misunderstandings and that he felt comfortable appointing Hilton to the Telecommunications Board.
“He’s been working hard behind the scenes,” Cook said.
