Since the last TCB meeting the station has purchased two hard drives and recorders, a Panasonic camera that records to memory card and tape, a camera case, two Sennheiser wireless microphones, a replacement power supply and a tripod. In conjunction with Community Access Television, we are changing out the lights in the PEG Center to dimmable fluorescent bulbs.

After 18 months with the Media Star playback system, we think we have worked out the bugs and are looking to add capacity to the system.

New parking signs have been placed on our parking lot as we have agreed to share some of our spaces with Police Department squad cars. This is due to the construction of the new Municipal Courts Building.

Complainant saw the advertisement for AT&T’s U-verse at the AT&T store on 6th Street.
When he asked to subscribe he was told it is not available for his area as the lines have not been laid yet. He claims this is false advertising and should not be allowed by the City.

Complainant said a Cox Cable promotion offering a monthly rate of $15.95 was left on her doorknob in January or February. She called to inquire and was told the promo had changed to include six months free cable in addition to the stated rate. Both she and a neighbor signed up. When the free six months ended in August their bills were more than $15.95 and the first of several visits and calls to Cox was made. Some adjustments to her bill have been made but she still hasn’t been billed the promised rate. Apparently neither has the bill of her neighbor.

Complainant called Cox six weeks ago for a cable television hookup at xxxxxxxxxxx Road, Fayetteville. Cox sent an employee to mark the ground which was later washed away by rain. Complainant called again last week and the ground was re-marked. Still waiting for cable connection he phoned today and was told by the service representative that “it is too much expense to run the line.”

Complainant is unhappy that Cox is moving Christian channels 65 and 74 from her subscription tier and into one that costs $18 more a month. She has received these channels for a long time and speculates that because they are very popular, Cox has found a way to increase their income.
The Cox representative she contacted told her there are no plans to substitute programming on the channels. Besides getting fewer channels at the same cost, she fells discriminated against as there are no other channels that are being moved that she knows of.
In addition, complainant wished to talk with a local representative and plans to visit the local Cox office in order to accomplish this as the local phone number connects with Cox employees in other cities.

ACTION TAKEN:
The customer concern was shared with Jamie Frye, Cox customer service representative. Here are the comments submitted after speaking with the customer:

“Customer feels like it is ‘discrimination’ to be moving the religious channels, especially in this time. Upset that we are moving stations but not replacing them with anything, or reducing her costs. I explained the adjustments help Cox to offer advanced services in the future, including additional HD channels and more VOD content that our customers are frequently requesting. I offered the customer a free digital upgrade for 6 months. Also, I offered to have a tech come out and install the service at no cost. I emphasized the benefits and the value of the digital services.

Complainant is going to discuss this with her husband and call me back after the Thanksgiving holiday.”

I have submitted the items below to the Telecommunications Board “FORUM” on the City of Fayetteville website, as well as in previous individual email messages to all Board members, but I have received no response from the Board or from the offices of the Cable Administration. I find no indication that they will be considered at the November Board meeting. Thus, I am asking that the Board consider the below listed items to the agenda, as agreed upon by the Board at its October meeting. I believe that I have followed all provisions of the Fayetteville Government Channel policy and the Board’s administrative rules in making the requests and complaints outlined below. The items are linked electronically to the Board’s FORUM in this message. Given the lack of Board response, please also consider this form as a complaint that the Board’s policy and procedures for citizen complaints and the complaint appeal process have not been
responsive to my complaint and attempts to follow the the Board’s Appeal Process. I am delivering a hard copy of this form to the Cable Administration offices today, November 17, 2008.

Suggested Changes To Reporting City 16 TV Community Events Calendar
January 15, 2009

As discussed at the November 20, 2008 meeting concerning how the community events calendar (message board) metric is reported each quarter, the staff unanimously recommends to the Telecommunications Board that we count the number of pages completed rather than the number of messages submitted; a ratio of 3:1.
